| Findings: The Office of Child Care received a report alleging that the provider was seen pushing a 5 year old non-verbal child to the ground by the child's head and shoulders and then the provider sat down on the couch and wrapped her legs around the child's shoulders to restrain the child from moving. The children were able to get out of the front door by passing through the open gate and walking through the closed, but unlocked, door. The provider indicated that a parent who picked up their child earlier left the gate open and the provider did not close the gate before going to the restroom, during which time the two children left the home.
