Operator did not provide a physically safe and healthy indoor and outdoor environment that meets the developmental needs of the children in care. The bottom wooden stair of the porch leading into the play area was observed to be broken, unstable, and splintered. Ms. Shipp did not permit the children to use this step during the visit; she lifted each child individually either to the landing, or to the ground, skipping this step. The base of the wooden door frame entering the home from the back porch and outdoor play area was observed to be splintered and sharp to the touch.
