2023-06-06 | Violation | 1409 | 10A NCAC 09 .1719 (a) |
Operator did not provide a physically safe and healthy indoor and outdoor environment that meets the developmental needs of the children in care. At the gate entrance, the wire mesh fencing was observed to be rusting, and heavy brush was observed growing through parts of the fencing, which can encourage vermin and harbor the growth of toxic plants. One piece of vinyl siding was observed closing the gap between the gate and gate post; this siding was observed to be cracked in two areas. This heavy brush was observed to have been cut back recently, although it was observed to be pressing against the fencing and displacing the metal fencing from the fence poles, but also pulling the fence pole closest to the siding of the house away from the home, creating a potential entrapment hazard. Two carpets were observed hanging on the gate entrance, both of which Ms. McIver stated are present for privacy purposes. One carpet was observed to have a long carpet string hanging from it, presenting a potential safety hazard. On the left side of the playground (if facing away from the gate entrance) the metal fencing has pulled away from the gate posts; plastic mesh fencing covers this area, but has become detached from the top of the fencing as well. Several small branches, observed to be sharp to the touch, were observed to be growing at a childs eye/head level from the trunk of a tree. Greater than three toys on the playground were observed to be broken. In the bathroom used by children, Epsom salts labeled Keep Out of Reach of Children with additional warnings were also observed stored greater than five feet from the ground in the bathroom, but in unlocked storage. All other rooms off the hallway and main care giving space, with the exception of the bathroom, were observed to be locked during the visit. The First Aid kit was observed in unlocked storage and contained an ice pack labeled Keep Out of Reach of Children with additional warnings. Ms. McIver placed this kit into locked storage during the visit. The diaper changing table was observed to be unlocked and contained disinfectant wipes labeled Keep Out of Reach of Children with additional warnings; Ms. McIver placed these items into locked storage during the visit. | |||
