Operator did not provide a physically safe and healthy indoor and outdoor environment that meets the developmental needs of the children in care. The half-door with a latch leading to a small kitchenette used by Ms. Brooks to prepare meals was observed to be open upon my arrival. A canister of Clorox wipes, a plastic bag containing hand sanitizer, a larger bottle of hand sanitizer were observed in an unlocked cupboard beneath the kitchen counter less than five feet from the ground. The latched door had been covered with contact paper, which was observed to be peeling and accessible to children under three years of age, presenting a potential choking hazard. Beneath the changing table in the bathroom used by children, two plastic bags and two plastic diaper wrappers were observed accessible to children under two years of age. A roll of plastic trash bags was observed beneath the bathroom sink cupboard, accessible to children; Ms. Brooks removed these bags during the visit. One plastic bag with cotton balls was observed in a drawer of art materials accessible to children. Three plastic bags holding toy doctor’s kit equipment were observed less than five feet from the ground accessible to children; Ms. Brooks made each of these inaccessible to children during the visit. Ms. Brooks removed each of these bags and wrappers during the visit. One metal door barrier with a bolt at the top was observed to be rusting and leaned up against the wall by the trash can to the left of the entrance into the space designated for child care. Ms. Brooks removed this from the space during the visit. One green plastic drawer containing wooden blocks accessories was observed to be cracked and sharp to the touch. One outlet was observed without a safety cover next to the pack-and-play; Ms. Brooks corrected this during the visit. An empty power strip located in the kitchenette did not have safety covers over any of the outlets; Ms. Brooks made this area inaccessible to children during the visit. The fencing of the outdoor learning environment was observed to be heavily rusting; Ms. Brooks stated she does not own any of the fencing, aside from the small section of fencing that crosses her driveway. An open space beneath the sloped cement area at the front right side of the playground measured 4.75 inches high, creating a potential entrapment hazard. The plastic lattice surrounding the air conditioning unit was observed to be cracked and sharp to the touch and/or becoming separated from the wooden posting in greater than ten areas. A plastic-coated cord was observed to be tangled and hanging on the inside of the playground gate, presenting a potential safety hazard. The First Aid kit was observed to contain alcohol wipes and an ice pack, all labeled Keep Out of Reach of Children with additional warnings. This kit was inaccessible to children, but Ms. Brooks placed the above items into locked storage during the visit. Greater than four bottles of liquid hand soap labeled Keep Out of Reach of children with additional warnings were observed beneath the cabinets under the bathroom sink in unlocked storage. | |||
