Each child was not attended to in a nurturing and appropriate manner, or in keeping with the child's developmental needs. On December 6, 2022 during a ITERS-R assessment, it was observed that indoors, there were instances throughout the observation when children were lifted by their upper arms. Some of these instances included when children were lifted to the diaper changing table. On May 2, 2023, during a ITERS-R assessment, it was observed that indoors, there was an instance when a child was lifted by her upper arms from the ground to be held.

Enhanced staff/child ratios and group sizes were not met. While watching video footage from December 15, 2021 one staff member was observed in the classroom with 14 children who were 2-5 years old. The ratio for children 2 years of age is 1 staff member to 9 children.
