Each child was not attended to in a nurturing and appropriate manner, or in keeping with the child's developmental needs. A five-year-old preschool child was asked by the caregiver to go retrieve their prepackaged snack from the garbage can. The caregiver was trying to see what the child did with their snack that was just handed out to a group of children for their PM snack.

All beds, cots, or mats with individual linen were not provided for each child. A seventeen month child was permitted to sleep in an infant chair glider rather than being placed down to nap on either a bed, cot or mat with linen. The child was removed from the infant chair and held by their caregiver.
