Findings: As far as the complaint is concerned the staff person alone with 9 children in the preschool room was substituting for the lead teacher in the room who is on a leave of absence. However, the 2 year old room does not have a qualified staff person with the group. One of the staff persons is in the middle of taking the needed coursework but has not completed 1/2 of it yet to qualify for a variance.
