Findings: The complaint alleges a three-year-old boy with autism had a cloth face mask placed on him covering his mouth and nose because he was spitting. While he was wearing the face covering, it is alleged the teacher was holding the child's arms down while he was standing up throwing himself back and forth. The teacher allegedly let the child go when the parent arrived in the classroom around 515 PM on April 11th. It is further alleged that the center states it is their policy to put face coverings on children who spit because there are a lot of germs in their mouths. At today's inspection, the director and staff member 1 involved in the incident were interviewed and a copy of the discipline policy was given to the specialist. The center has a spitting policy in their handbook that they follow and the director states after several verbal warnings and explanations regarding spitting the children are given a mask for about 3 to 5 minutes. The director states that the 3-year-old child is physically able to remove the mask from his face. Staff member 1 denied holding the child's arms down on April 11th.
