Description: Rincon Learning Center has been serving the South Phoenix community for over 13 years. Since opening our doors in 1996, we have been dedicated to providing our families with high quality service at affordable rates. Rincon Learning Center provides a warm and loving educational environment where children develop academically, socially and emotionally. Initial Comments: The following deficiencies were observed at the time of the Monitoring Inspection conducted on 1/8/2025 and are subject to changes pending programmatic review. A full inspection was not conducted The Compliance Officer provided a paper copy of the Notice of Inspection Rights and the Small Business Bill of Rights to the Facility Director at the time of the inspection. Please submit the Plan of Corrections via the LMS portal within 10 days. The following was discussed but not limited to: 1. The type of muffin must be specific on the menu. 2. Children must be placed a minimum of 18" apart when napping. 3. An activity schedule must be posted in each activity area. 4. Netting or other materials were discussed to cover the gaps in the fence. 5. Supervision of enrolled school-age children. Initial Comments: The following deficiencies were observed at the time of the Compliance Inspection conducted on 8/27/2024 and are subject to changes pending programmatic review. ***A monitoring inspection will be conducted. Please submit the Plan of Corrections via the LMS portal within 10 days. 6 of 6 Fingerprint Clearance cards reviewed were valid via the DPS website search. The Empower self-evaluation was completed at the time of the inspection. The Emergency Disaster Plan update form was completed at the time of the inspection. The DES Group Size requirements were observed to be compliant at the time of the inspection. The 2015 white Ford van (vehicle CK10655) was approved to transport enrolled children. The following was discussed but not limited to: 1. The current kitchen permit must be available on site. 2. Criminal history affidavits must be complete. 3. 10 day new staff training must be signed by the facility director when completed. 4. Ensure all garden tools must be inaccessible to children in the outdoor activity area. 5. Ensure supervision of children 6. Ensure that glass surfaces located within 36" of the floor are made of treated glass to prevent shattering. 7. Ensure cabinets are maintained in a clean condition. 8. Ensure outlets are covered with a safety cover. 9. Ensure cords are inaccessible to children. 10. Ensure each child has a transportation permission form. 11. Ensure the van driver's driver's license is in the staff file. 12. Ensure the vehicle has sterile gauze rolls in the first aid kit. 13. Ensure Room B is ready for children prior to use. 14. Initial Comments: The following deficiencies were observed at the time of the Compliance inspection conducted on 09/05/23, and are subject to changes pending programmatic review. Compliance Officer #1: Monika Jones Compliance Officer #2: Jennifer Flicker A full inspection was conducted at this time. Due to enforcement regarding R9-5-203.D, the licensee will be notified when the Plan of Correction is required to be submitted. 2 of 4 fingerprint clearance cards were verified to be valid through the DPS website during the time of the inspection.

I have used this provider for more than 6 months

all my children have been here. my children have soared through grade school and elementary as Rincon learning center has contributed highly to the basic education a child needs to enter kindergarten and be successful. My children are in gifted classes due to the advanced skills provided by this center. all my kids have gone here. My oldest is 21, 18, 7, and my youngest is 4 and currently enrolled.

I have used this provider for more than 6 months


  • This is the best daycare Ever I have use it and recommend to any one Mrs.Rincon and all her bilingual staff are excellent and supper nice they trite your kids as there own very clean.I'm so recommend this place you will love it and your kids also and even the kids from your kids will defenetly bring there's. Awesome daycare love you guys so much thank you for taking care of my kids...

I have used this provider for less than 6 months

THIS PLACE GETS A BIG FAT "F" FAILURE TO KEEP ON EYE ON CHILDREN!! ALSO FOR HARASSING A YOUNG CHILD FOR NO REASON.. WHEN TRIED TO TALK TO LUC RINCON ABOUT SITUATION SHE TOTALLY IGNORED MY HUSBAND AND I AND KEPT GOING ON ABOUT HER SCHOOL AND OTHER SITUATION. THAT WAS NOT PROFESSIONAL AT ALL SHOWS HOW LUC IS VERY CLOSE MINDED MY CHILD WOULD GET HURT AND DIDNT GET A CALL EVEN WHEN IT WAS A CUT AND BLEEDING ON HEAD.. MY CHILD STATED HE DIDNT WANT TO GO AND DIDNT LIKE IT. VERY BAD DAY CARE AND NO MORALES OF ANY KIND..I FELT SO HORRIBLE AS A PARENT THAT I EVEN HAD MY CHILD HERE FOR ONLY COUPLE MONTHS! NOW MY CHILD IS IN AN AWESOME CHILD CARE AND HE LOVES GOING!

Facility is old, dirty, and smells. I never saw a written curriculum and it seems activities are sporadic. It reminds me of the old type of child care that were just babysitters, with no academic plan. The playground is terrible and only enclosed by an old chain link fence. Terribly unsafe, especially given the neighborhood. The only thing I can say good about it is that many of the workers seem to care and try their best. However the management doesn't seem to care at all. It was amazing everything my daughter learned after going to another facility. She advanced rapidly and is now ready for kindergarten.
