| Outdoor play area was not enclosed by fence with a minimum height of 4 feet. The top of the fence, less than six feet, was not free from protrusions. The fence around the outdoor play area was four (4) feet high. When the fence was measured from the top surface of the mulch to the top of the fence, the fence measured three (3) feet and nine (9) inches. | |||
