The staff reported they had observed the following instances: one child was in the kitchen next to the sink by the entrance into the kitchen using a cellphone, staff also stated that they had observed on another day, four children in the doorway of the kitchen, and on another day, staff observed three children in the kitchen using an iPad. The staff interviewed also stated that one morning the children in Space #7, were split into two groups of 10 children. The children, who went with the staff member to finish breakfast, were placed inside the doorway to the kitchen in Space #4.
