Children were not adequately supervised at all times. "I followed the preschool class of 6 children and 1 adult going for a walk around the neighborhood. It was a paved loop street. Children and the caregiver walked in the middle of the road for the most part. I observed two cars go by while they walked. Both times, children happened to be taking a break or exploring on the grassy area, away from the street. When they were walking, I observed the older children running/walking 10 to 40 feet ahead of the caregiver. The caregiver did not use rope or any device/system to assist with appropriate supervision. She had to rely on verbal commands which children did not follow well. The route they took was a residential neighborhood except for the first one third of the way."
