| Each child was not attended to in a nurturing and appropriate manner, or in keeping with the child's developmental needs. A teacher responsible for a four year child on the playground was seen by multiple witnesses forcing the coat on the child while the child lay on the ground screaming and crying. During the struggle, the teacher was kicked and the child was placed in time out as a result. | |||
