Ratios mean the number of teaching personnel required to be physically present with a child or group of children per Oklahoma Administrative Code (OAC) 340 Appendix GG - Ratios and Group Sizes. Only teaching personnel count in ratios, unless the requirements specifically state otherwise. The program is required to maintain ratios at all times.

Staff/child ratios were not met for three classrooms as follows: 2 year olds and older classroom had 9 children present with 6 children two years old; 3 year old and older classroom had 5 children present; one staff person was in charge of both rooms and was sitting in the doorway between the rooms. A third classroom had 7 children to one staff, this included 2 infants, 2 one year olds, and 2 two year olds.
