Each child was not attended to in a nurturing and appropriate manner, or in keeping with the child's developmental needs. A staff member assigned to space #1 was seen holding a child by the wrists while making the statements of “I need you to stop” and “I need you to calm down” while the class was standing in a line at the door waiting to transition to the outdoor space.

Child was handled roughly. Staff members assigned to space #1 were observed roughly grabbing children by the wrist to redirect them. In the outdoor space, a staff member assigned to space #1 grabbed a child by the wrist and pulled them down to sit down on the picnic table beside them on two different occasions.
