Food substitution was not of comparable food value or recorded on the menu prior to the meal or snack being served. Lunch was observed and included meatballs, mixed vegetables, pineapple, bread, and milk. The menu stated that lunch would include hamburger, tater tots, apple slices, carrots, a bun, and milk.
