Description: The Black Rock Learning Center seeks to enhance the quality of life and promotes the dignity of children. The Black Rock Learning Center offers programs to foster each child’s fullest development and integration into the community while promoting maximum independence. We highly encourage the integration of family in planning and maintaining a comfortable environment during the time the child spends at the center. All children in the center are motivated to achieve higher in their activities and academics; children’s achievements are evaluated through assessments based on practical demonstrations of each child’s skill level in areas set forth by the Maryland Department of Education. Additionally, the Black Rock Learning Center is committed to working with the community by advocating and educating them on childcare standards. All infant and toddler classes have a 3:1 student to provider ratio, and pre-kindergarten classes have a ratio of 6:1.

I wanted to clarify some of the things that you mentioned in your review. Firstly, we like to inform all readers of this website that Kingsview Learning Center and Black Rock Learning Center are both separate centers that are currently open and working. Kingsview Learning Center is a separate center in a different location, directed by a different staff than Black Rock Learning Center. Both centers have no violation history, and this information can easily be obtained from the state of Maryland.
We like to inform you at Black Rock Learning Center has an open house policy, where our center's door is open to all our student's parents; and we have never had an complaints from our parents when they have visited us during school hours. It's an important policy at our center that the director and administrator are not allowed in the classroom during classroom time unless there's an emergency.
Black Rock Learning Center has been thriving on our parents word of mouth recommendation. So I can assure you that so far, our center has been successful because of the great service we have provided to our parents and students. We like to invite all parents to come visit our center and see for themselves.

Horrible, that is the word for this day care. There were several complains on this child care, then they changed their name from kingsview learning center to Blackrock Learning center. The owner, Fred, the most rudest day care provider your child will see. He talks very sweet until we leave the child and then turns around to just yell, shout and snap the little kids.
I came to know of his true colors when I went to pick up my kid suddenly in the middle of the day one day, and I could hear him scream at a little boy, 3yr old, for he was talking during the nap time. But his screaming woke up all the kids and other kids started crying. It was awfull to see all the kids crying like that. The windows were open, that is why I could hear him.
I pulled out my little one that day. Never go back there.
