Findings: Upon parking outside the provider's home, the LS observed sub Kara Anderson coming into the home carrying something. The LS entered the home a couple of minutes later and observed the sub, holding a child under two (16m) who LS was told was her granddaughter. Provider stated that the sub was previously here with her granddaughter and then left to get something. The provider states that the 16mo is not enrolled and does not come to care. LS explained that visitors can not bring children to visit and then leave them because that then makes the provider responsible and puts her over capacity. Provider corrected on site when the sub left with her granddaughter right after the LS arrived.
