Description: The Y of Central Maryland is one of the largest providers of Head Start services in Maryland. We are the Grantee for Head Start in Baltimore County and are a Delegate of the Baltimore City Head Start program. Our main objective is to prepare young, economically disadvantaged children for success in school and life. We provide comprehensive early intervention to low-income children and their families and help support parents as the first and primary educator of their children. Collectively, we serve more than 950 infants, toddlers and preschool children through our Head Start programs.

Findings: OCC received a self reported complaint from the director of Merritt Park Head Start stating that she completed a report and phone call of suspected alleged child abuse to CPS. The report stated that the director was notified by an employee that a child was spanked, tapped on the hand by a teacher. The staff person in question was terminated. LSs spoke with the Director who clarified that the teacher self-reported the incident to her even though no other staff witnessed it. The Director states to ensure the safety of the children by providing additional training for the staff. Corrected on-site. | |||

Findings: Caller states there is a mentor coach supporting the classroom named Mr. Thomas. LS was not made aware that the mentoring coach Mr. Thomas was being used as a sub when Ms. Tia left. The director states that Y uses mentoring coaches as support for teachers to coach and mentor them. Director states that she thought all of the mentoring coaches from the Y were already cleared through licensing so that is why she did not report him as a new staff member. The days that Mr. Thomas was onsite were Jan 11-Jan 13. Program is to send documentation of correction to OCC ASAP. |
