The providers emergency substitute was at the home caring for children ages 9 months, 2 and 5. The substitute disclosed that Ms. Sullivan was at a doctors appointment. LS Smith explained that a scheduled doctors appointment is not considered an emergency, and the substitute may not be providing the direct care for the children. LS Smith stated if Ms. Sullivan could not return to the home by 1pm, the children's parents must be notified and picked up.
