Our Background

Mobi’s Ark Early Learning Center is a licensed child care center through the Maryland State Department of Education. We comply with all child care regulations set forth by the Office of Child Care in the state of Maryland. We serve children ages 18months through School Age (12) years, requiring both general and special education.



Our Mission

The mission of Mobi’s Ark is to provide quality child care and learning experiences for children in a safe and caring environment, helping them develop use of language, socially, creatively, emotionally, physically and intellectually. We take pride in our highly qualified teachers. Findings: A complaint inspection was conducted this date. Incident alleges a grandmother came upstairs in the daycare and got her granddaughter from the school age classroom. Grandmother observed walking into the Pre-K classroom to have a conversation with the granddaughter. Another child got involved. This child allegedly hit his head on the door when walking through the door being led by the grandmother. The classroom teacher in Room 4 stated that on July 2nd a Grandparent of a child in her classroom, took her grandchild to Room 3, right beside Room 4. No other staff members were present in Room 3. While the Grandparent was talking to her granddaughter, another child enters Room 3. Next the staff member heard a loud noise. The child enters Room 4, behind the other child's Grandparent. Grandparent stated that the child touched her breast to the staff member in Room 4. The child stated several times, his head to the staff member while crying. The child left his assigned classroom Room 4 and went to Room 3. The teacher in the classroom Room 3 remained in Room 3, while two of the children assigned to Room 3 was in Room 4 with the Grandparent.

Findings: A complaint inspection was conducted this date. Staff members, mother of the child, child's aunt, grandmother and the Police Officer at the child care center observed a grandmother, holding a child by the wrist , bringing him from Room 4 to Room 3 and jerked him into the door per the video. The grandmother mother dropped her granddaughter off to the child care center after 9:30 am per a staff member assigned to Room 3. After dropping the child off in Room 4, the grandmother went to speak with the director about the granddaughter's behavior. The director stated , she did not know that the grandmother went back upstairs to Room 4 after their conversation. The video was not made available to the Licensing Specialist during the Complaint inspection, the staff member could not locate nor retrieve the video from her computer this date.

Findings: On July 17, 2019, 2:55 pm, during the Complaint investigation inspection observed the temperature in Room 3 and 4 at 83 degrees. Observed the windows up in Room 3. Licensing Specialist interviewed the staff members and they stated the temperature has been hot in the rooms since this morning. The staff members stated the thermostat needed batteries and the temperature will return to a lower temperature. Licensing Specialist returned to the lower level of the center, sweat was present on face and back. Licensing Specialist had to sit down at a teacher's desk in order to gather strength to complete the Complaint inspection. Informed the director of the temperature in Rooms 3 and 4. Licensing Specialist stated to immediately call parents to pick up children in Room 3 and 4. Reported the high temperature to the Licensing Supervisor this date. Observed the center calling parents to pick up their children and the first parent picked up at 3:23pm. Licensing Specialist made a request for the children to come down to the lower level of the child care center in Room 2. At 4:45 pm, the temperature in Room 3 and 4 had dropped to 81 degrees. A follow up to the center will be conducted.

Findings: A complaint inspection was conducted this date. Director stated during the complaint inspection on July 17, 2019, that the mother of the child called the Police and ambulance for her child on July 2, 2019. The director did not inform the OCC office of the police coming out to the child care center and didn't inform the OCC of the child being treated by a medical professional. The Office of Child Care received several emails from the director, however she never reported Police involvement until July 17, 2019 and the child being treated by medical professional until July 17, 2019.

Findings: A complaint inspection was conducted this date. Several staff members witness events that happen to a child and some staff members observed a video of a child's arm being held and jerked by a Grandparent. Staff members stated during the complaint that the child's mother, grandparent, child's aunt, director, Preschool teacher in charge of the center and the police watched a video of the incident on July 2, 2019. Preschool teacher stated that the Police Officer watched the first part of the video and stated that she didn't need to watch the second part of the video.

I have used this provider for more than 6 months

Mobi's ark use to be a pretty decent place to bring your child.Unfortunley though since it's been new management and new staff my experience has been one of worst experiences I ever had at a daycare.The staff is very rude,they never speak and the director doesn't seem to care!Anoter thing that made me really me tic off is they do not change the children probabliy! My child has come home three times soaked along with a dirty shirt and a snotty noise.I am done with this nasty place!!!!
