Description: Welcome to the Hamilton County Educational Service Center (HCESC) Early Learning Program. The Early Learning Program offers Head Start and Early Head Start. We also serve children with special health care needs, disabilities and developmental delays. The programs are offered through a unique consortium of school districts throughout Hamilton County and in collaboration with Ohio Early Intervention (Birth to Age 3).
