First Presbyterian Church Child Development Center is a full-day program for children 8 weeks to 5 1/2 years. The Child Development Center was established in 1947 as a vital and necessary mission of First Presbyterian Church. The program operates from 7:30 am to 5:30 pm Monday through Friday. On the front playground there were two areas on the fence that were larger than 3 1/2 inches and one was over 4 inch gap. The fence facing the church street far right and the other is on the far left but on the adjoining fence.

All corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, any product which is under pressure in an aerosol dispenser, and any substance which may be hazardous to a child if ingested, inhaled, or handled were not stored in a locked room or cabinet. In room 110 the storage closet had the key in the door and was unlocked. There were two aerosol air freshener, disinfectant/sanitizer wipes and teachers purses.
