| A safe indoor and outdoor environment was not provided for the children. The fence in the outdoor space has several areas with holes and fence boards that are bowing out from the fence post. There were also holes in the fence that were sharp that a child could stick their arm in and get stuck or injured. One (1) hole a child could potentially try to crawl out and get stuck or on the outside of the fence. | |||
