Plan: It was noted that the two-year-old room was out of ratio without a three-year-old in the room with 15:2 (13 2-year-olds; 2 1-year-olds and 0 infants.) We are frustrated that this is a non-compliance. Instead of having too many children and being out of ratio we didnt have enough children in the room. We question how this is better for children than the configuration that we had? This rule is arbitrary, capricious and in conflict with itself and does not make sense. We moved a three-year-old into the classroom immediately and thus immediately brought it into ratio. In essence, having 15 children with 2 staff members was too many children and not enough staff, but when we ADDED an older child (by only a few weeks than the others in the room) to the mix (and not taking ANY others out), then it brought the room into compliance. This was an oversight on the part of the director and Teacher in the classroom, who felt that they were in compliance because they did not have more than 16 when they only had 15 with 2 teachers, and they only had 2 under two when they could have had up to four. They had a three-year-old earlier in the classroom but had moved her to the next classroom based on developmental needs. They overlooked the mandate that requires as a 3-year old or older in the classroom of mixed ages. We have reviewed this ration grouping with our staff and will review it weekly in our Morning Message communications as well as add it to our next staff meeting.
