Waldo Community Action Partners (WCAP) offers a variety of programs such as fuel assistance, transportation, Head Start, and weatherization to low-income families and individuals in Waldo County, Maine. Our mission is “to create opportunities for people to improve their quality of life.” As the smallest CAP agency in Maine, we aim to make a big impact on Waldo county citizens by expanding opportunities for health, comfort, and financial and personal development.
