Tony Reyes Bilingual Center Early Head Start program, focuses on providing services to low-income families with children ages birth to three. Located at 420 SW 10th Street in Oklahoma City, Tony Reyes Bilingual Child Development Center Early Head Start serves 40 children, and their families, who come from homes where English is a second language. At Tony Reyes, the goal is to introduce English, while encouraging parents to continue speaking their first language.

The Tony Reyes Bilingual Child Development Center Early Head Start is accredited by the National Association for the Education of Young Children (NAEYC), and is a full-day, full-year bilingual educational and childcare program. Parents are taught to be the most important teachers and positive influences in the lives of their children. At Tony Reyes, developmental screenings, including medical and dental, are provided to the children.

During a walkthrough the program, licensing enter the Infants, 1 year old and two year old classroom to find one employee caring for 7 children (2 infants, 5 toddlers) alone.
