The center shall develop and implement an Office of Licensing-approved method to keep track of the location and ensure the safety of all children at all times when under the center’s supervision, including the transfer of supervision from and to parents during arrival and departure and the utilization of off-site locations, including playgrounds and field trips.

Violation Observed: Ensure that adequate procedures for tracking children are adhered to at all times throughout the center. Ensure that the staff in classrooms 6 and 8 are aware of how many children are in their care at all times. When asked, the staff stated the wrong number.

The center shall maintain on file a written policy on the disciplining of children by staff members. The policy shall reflect the provisions specified in N.J.A.C. 3A:52-6.6(a) through (c) and include the acceptable actions that a staff member may take when disciplining a child (that is, discussion with the child, time-out, etc.).

Violation Observed: Prepare a discipline policy that includes the acceptable actions staff members may take when placing a child on their mat for rest. It was observed that a staff member in classroom 4 picked up a child by the wrist and ankle and lifted the child from the ground to place back onto the mat for nap time. Retrain all of the staff regarding appropriate ways to lift children from the ground and to place on the mat for rest time and submit staff signature's to the OOL. 3/14/23: Pending retraining documentations with staff signature.

The center shall provide sleeping equipment for children over the age of 12 months and under the age of five years, the center shall provide for each child a crib that complies with the Consumer Product Safety Commission's (CPSC), Federal Safety Standards for Full-Size and Non-Full-Size Baby Cribs; 16 CRF 1219 and 1220, which is incorporated herein by reference, and can be obtained through the CPSC's website at http://www.cpsc.gov/businfo/frnotices/fr11/cribfinal.pdf, playpen, cot, mat, or other Office of Licensing-approved sleeping equipment that meets the following requirements: each cot or mat used for rest and sleep shall be covered with a sheet, blanket or other covering. An additional covering shall be provided for use as a covering for each child.

Violation Observed: Ensure that each cot or mat used for rest and sleep is covered with a sheet, blanket or other covering for classrooms 6 and 10.

For early childhood programs, the center shall provide opportunities for daily rest and sleep as follows: for children from 13 to 18 months of age, the center shall provide daily rest and sleep according to the child's physical needs and ensure that blankets or pillows do not cover the child's face.

Violation Observed: Ensure that blankets do not cover the child's faces in classrooms 2, 4, and 5.

As a condition of securing a license or Certificate of Life/Safety Approval, the sponsor or sponsor representative shall ensure that a Criminal History Record Information (CHRI) fingerprint background check is completed for himself or herself, and for all staff members at least 18 years of age who are or will be working at the center on a regularly- scheduled basis, to determine whether any such person has been convicted of a crime, as specified in P.L. 2000, c. 77 (N.J.S.A. 30:5B-6.10 to 6.17). The sponsor or sponsor representative and each staff member shall complete the electronic fingerprinting process through the vendor authorized by the State to conduct CHRI background checks through the Division of State Police in the Department of Law and Public Safety and the Federal Bureau of Investigation.

If the center prepares meals, the center shall obtain a satisfactory Sanitary Inspection Certificate, as specified in N.J.A.C. 8:24, indicating that the kitchen is in compliance with the applicable requirements of the State Sanitary Code. The center shall maintain on file the Sanitary Inspection Certificate.

Violation Observed: Ensure that the center complies with all conditions of the State Sanitary Code. Cease washing and reusing dishes in the sink in classroom 2. Dishes can be washed and reused in the kitchen using a 3 compartment sink or a commercial dishwasher. The center shall be permitted to obtain a valid fire safety inspection certificate issued by the municipality in which it is located, based on a fire inspection conducted within the preceding 12 months, and submit a copy of the certificate to the Office of Licensing in lieu of a CO or CCO, if the center serves only children 2 ½ years of age or older and is located in a public school building that is used as a public school.

Violation Observed: Ensure that all exits and egress areas are unobstructed and that the emergency exit doors are easily operable. Ensure that the secondary emergency exit is unobstructed in classroom 7. For early childhood programs, the following shall apply, kitchen facility requirements are as follows: the kitchen facility or food preparation area shall be separated from other areas of the center by a door, gate, screen, or other barrier to prevent accidental access by children.

Violation Observed: Provide a barrier to the kitchen area to prevent accidental access by the children. The kitchen door was closed during the inspection.

pretty disappointing for a Goddard franchise

It was once a decent school, now the owner just views it as a business. Teachers and parents are leaving left and right because of the owner. Keep looking, there are MUCH better child care facilities in the area....ones with quality teachers and directors.
