Findings: Complaint states that a two year old child was strapped into a highchair for about 40 minutes and that the child was visibly upset and struggling. Specialist interviewed a staff member who stated that a two year old child who is no longer in care was strapped in while the staff member changed other children's diapers so that the child could not be disruptive. The staff member stated that the child would cry for a while and then settle down. The staff member stated that this lasted for 10 minutes or so. This is not an appropriate form of discipline. Facility shall develop an action plan for staff to follow to ensure that high chairs are only used for eating and activities so that staff have other strategies for appropriate discipline. Facility shall submit the action plan.
