Starla's Daycare is located in a residential neighborhood, and is permitted by the State of Indiana to have a maximum of 16 children at any one time. Parents start dropping their children off at 6:15 AM, and pick them up by 6:00 PM. There's considerably more than 16 children being dropped off, and picked up at the daycare everyday. It's not uncommon for 4-5 people to be dropping children off at the same time, and several people drop off more than 1 child. The daycare has an 18 passenger bus, and uses it to transport some of the children to and from school. Every morning, the bus is full of children from the daycare that are being transported to school. The daycare also uses the bus to transport children in the afternoon, and pick them up after school. The children are extremely loud when they are outside, even though several neighbors work nights and are trying to sleep during the day. Since the neighborhood doesn't have sidewalks, people are forced to walk and ride bicycles in the street. Most of the people that take children to the daycare drive above the posted speed limit, and ignore the stop signs. In just 2 mornings, a sheriff pulled over 46 cars for not stopping at the stop sign!
