The Durango 4-C Council, Inc. is a private non-profit 501(c)3 corporation whose “purposes and objectives are to serve as the Governing Board of the Tri-County Head Start/ Early Childhood Programs and to promote and coordinate quality child care and family services in the Southwest Colorado area.”

The Durango 4-C Councils (Community Coordinated Child Care) were established in the 1960s under a federal initiative to improve child care throughout the United States. The first Head Start program in Durango was under the 4-C Council.

The Durango 4-C Council was incorporated as a non-profit in 1972, and became the governing board for the Tri-County Head Start program serving low-income at-risk children in Archuleta, La Plata, and Montezuma counties.

Today the Durango 4-C Council is promoting quality child care services throughout Southwest Colorado through the Early Childhood Professional Development Project, Southwest Office of Resource & Referral, Qualistar partnership, Expanding Quality Infant Toddler Training, and early childhood systems development through the Early Childhood Council of La Plata County.

The Board of Directors of the Durango 4-C Council consists of 15 members representing three sectors of the community: Agency representatives, Private Sector representatives, and Parent representatives. The activities of the council are carried out under the supervision of the Executive Director.
