The state's description alleges observations from a video that the facility has never seen, reviewed, or received, despite multiple inspections and ongoing communication with licensing (for months), CYF, and law enforcement. Additionally, the only children transported by Staff #1 during the time period in question were her own household children, not children enrolled in the childcare program. No childcare children were ever transported in the referenced vehicle. Furthermore, due to the heavy window tint and height of the vehicle, it would be physically impossible for an outside party to record clear footage of rear-seat restraints without being inside the vehicle.
