During the first 90 minutes, toddlers may be cared for with older children. Upon arrival at 9:29 a.m., the door was answered by a staff member, who left the Pre-K classroom with one qualified staff member and 13 children, ages 2 to 5 years old. This was corrected when the toddlers were moved to another classroom with a qualified staff member.
