Each child was not attended to in a nurturing and appropriate manner, or in keeping with the child's developmental needs. Per staff member report, one of the teachers formerly assigned to care for children two years of age, was observed using a loud voice as well as harsh and stern tones when giving directives to children. It was also reported that this staff member often failed to comfort crying children.
