I had a very bad experience in trying to enroll my 2 year old son to Elwyn Development center. During the tour, I met the assistant director Ms. Cynthia Murray and the teachers. I was told that there is a waitlist. After 3 months, we got a call from Ms. Cynthia that there is an opening and they asked me to come and bring the enrollment fees so that i can enroll my 2 year old son. My son has been going to a daycare in Delaware since he was 6 months old close to my work and we wanted to change his daycare to Elwyn since its close to my house. During our first visit we had told Ms. Cynthia that our 2 year old son has reached all milestones except he is a little behind in his speech. We also come from a multilingual family so he has some words from my native language and some English words but still behind compared to his peers in speech so we wanted to give him early help so we enrolled him to early intervention services. We told Ms. Cynthia that we would like his speech therapist to come to Daycare once a week for an hour. From the moment she heard that, Ms. Cynthia has been stalling my son's enrollment process. She was willing to take the enrollment fees from day 1 and was excited until she heard that we would like my son to get his speech therapist services in daycare. First she asked for his treatment plan which was ok but then she asked for an evaluation. We still abided by that. my son was in good spirits during evaluation and gelled well with the teachers. Infact one of the teachers mentioned that he will be a great fit in the class. After the evluation, she said she will be in touch however i had to check in after 1 week to see if he can be enrolled. She responded couple of days later that she would like to enroll him to the daycare but her director has said that she needs to contact his current daycare facilities and talk to the daycare's teachers and director first. I responded to her in an email that "If the purpose of talking to his current daycare teachers and director is to understand how Elwyn can work on his development, then I don't understand why can't he be enrolled first before you guys talk to his current daycare staff." My 2 year old son was discriminated at this facility just because he hasn't reached 1 milestone and just because he is getting early intervention services. We did not experience this kind of discrimination at any other centers and its a shame that we had to go through this in Elwyn. The ADA requires that child care providers not discriminate against any kids. Child care centers cannot just assume that just because he hasn't met 1 milestone, the child cannot integrate successfully in the center's child care program. I just wanted to alert every parent that stay away from this facility. Discrimination is rampant in Elwyn Development Center. If a 2 year old could be discriminated, I cannot imagine how the staff are treated. I will be complaining to DHS about this facility as well. Just wanted to alert other parents.
