Description: The James A. Houlares Early Leaning Center is a state-of-the-art facility, conveniently located at the intersection of Rt. 495 & Rt. 38 in Lowell. It offers a safe environment that is perfect for learning. All 28 classrooms, staffed by dedicated professionals and licensed teachers, are surrounded by bright attractive colors and creative expressions of art. The Center was named in honor of retired Head Start Director James A. Houlares who, over the course of his 32 year career at CTI, carried out vital child care education and care programs to thousands of Greater Lowell children and their families.

I miss this place. I went here many many years ago when I was about 3 years old, back in the 2000's. It was my favorite school! The environment was warm and friendly, the kids were fun to play with, we were fed well, our play time was exceptional and we were supervised by our teachers. Leisure times we mixed in with activities that promote our cognitive skills, fine motor skills, gross motor skills etc. I loved all the activities we did. This place was a place a child would dream of! Oh to be a child again! I rate this place five stars..I miss my teachers Mrs. Debby and Mrs. Rosa. Maybe someday I will be a teacher here :)
I can understand the frustration of the prior reviewer, but I have to put in my 2 cents worth. We were very lucky to have our 3 year old accepted to the program. It is WONDERFUL. Some of the great things about CTI:
Atmosphere: Caring and Happy
Teachers: Wonderful, knowledgeable, and talented
Integration or recommendations to other services: WIC, Early Intervention Programs, etc.
Our child: Loves going and shows excellent growth in academics and socialization.
I'm actually disappointed. My child has Autism, and I have left 2 messages and have never received a call back. We are on waiting list, and because we are no what they consider "low income", we have to wait. My daughter gets not help from SSI, or any financial assistance. I can't afford daycare, but I have to work to pay bills. I tried to call CTI for any help, because in Essex county, they have non income based services, (Fidelty house) I was offered none of this, every time I call CTI, they tell me I have to be low income. I'm dollars over the amount, and no one will talk or return my call because of this. I"m disgusted. It makes me sick that because I do the right thing, 1. she can't get help, and 2. no one calls me back. Even if you returned my call to tell me you couldn't help me, that would be fine, so I could move on, but nothing. I'm sorry I work for a living, and believe the taxes I contribute to, go toward program likes these. Sick to my stomach! If there was more I could do about this I would, but I will be sure to share this experience, with anyone who asks. Thank your for allowing my child to suffer, because I decided to work.
