The owner of a Fort Wayne child care and her mother are charged with felony neglect after police say a boy fell out of a moving car in April.

Shatara N. White, 32, of the 2300 block of Oxford Street, was charged Tuesday with neglect of a dependent, a level 5 felony that carries a penalty of up to six years in prison. She owns ABC 123 Childcare, according to court documents, and online listings for the business show it is run from her home.

A phone number for the child care is not in service.

The mother of the boy told police Debrah Jones, 54, took “3 to 5 children” from the business to McMillen Park on April 27. None had car seats, and all the children were wearing seat belts, a probable cause affidavit alleges.

“Debrah told (the mother) that as she and the children were getting ready to leave the park, she was pulling off as one of the other children must have removed (the boy's) seat belt, unlocked the door and opened (the) door as (the boy) fell out of the vehicle,” the document states.

The boy – documents do not list an age, though police said the children were between 2 and 3 years old – “suffered abrasions to his face,” investigators said.

His mother told investigators she offered to leave car seats at the child care business, but Jones said ABC 123 would provide them.

Jones, who is White's mother and not a licensed child care provider, was charged Aug. 7 in Allen Superior Court with felony neglect. A court hearing is scheduled Oct. 21.

ABC 123 does not appear among Indiana licensed child care businesses listed on records kept by the state.
