Chips suffered multiple unexplained injuries while in Lori's care. She refused to even speak with police when asked to be interviewed. Child had a total of 3 fractures in arm. Her refusal to cooperate resulted in her not being charged. Sadly, the police state their are unable to pursue charges against her at this time.
