On a recent trip to Wicomico Civic Center I was appalled by the inattentiveness of the care givers of the young children in their care. These we very young toddlers and one fell off his chair onto the concrete floor while no one was paying attention. The other child(who appeared to be slightly disables) I witnessed was sitting alone and had virtually no attention given to him except at the very end of the program. There also appeared to be either a really young aid or possibly a mother with two twins that was literally dragging the children down the stairs by one arm over their heads.
