| Findings: Based on Surveyors' observations and on a discussion with the Co- Director, the infant room staff (Staff #3) and the Owners of the childcare center, it was determined that staff #3 was working alone in the infant room at the time of the complaint investigation. Staff #3 is unable to communicate in English and can only speak Spanish. The Co-Director and the Owners acknowledged that no one on site can speak Spanish. They further stated that staff #3 can only communicate by using an electronic translator application on her personal cell phone that only translated the information in a written format from one language to another.
