About the Provider

Description: We established Ruston Christian Childcare and Preschool in 2005 after a substantial remodeling. It was our strong desire to establish a Christian daycare that will build children's character in a safe and loving environment. Since the very beginning, we have striven to build a quality daycare for the children and their parents. In addition to the massive remodeling, we purchased new furniture, toys, and instructional materials. We continue to improve our facilities, our materials, and our program. In 2006, we built a beautiful and state-of-the-art big toy in our playground. In 2008, we asked a local artist to paint two outdoor murals which echo the nearby Point Defiance Zoo & Aquarium. In August 2009, we started the Chinese language program. We also obtained Child and Adult Care Food Program (CACFP) sponsorship in June 2009. Currently, we are in the process of going through National Association for the Education of Young Children (NAEYC) accreditation. Through the years, we have continued to build a strong children's literature collection. Our collection currently includes more than 300 titles.

I have used this provider for less than 6 months

I am DISGUSTED by RCC. I wish I had never seen this pink run-down dump.

When I was in my 2nd trimester, I had started getting in contact with the Director at the time, Kasey. I was a bit concerned it took multiple emails over a few days to get a response but I had my heart set on RCC because I want baby to attend Chinese school when he is older (Tacoma doesn't have a large Chinese population so this was really the only option.) I made my scheduling needs very clear and was told that baby is on a waitlist. I had to check in with her from time to time to ask about an opening. I had to email her to find out that that, yes, baby could attend starting August.

When baby was 3wo (May 18th), we visited RCC and were pretty excited about August! I wrote a check for August-December ($5350) right away thinking this was PERFECT! We found out that baby has hearing loss when he was 8wo so I emailed Kasey right away to ask what her feelings were. In her email (direct quote), she said, "We will be able to give you a complete refund if you decide to unenroll ______ from Ruston Christian Childcare and Preschool." She also forwarded our email conversation to the new director-in-training who started around July 14th. Kasey said, "we are still confident in our ability to care for and teach _________." so I decided to stay with RCC. Kasey emailed me saying, "I've already put _____ on all our documents for August so everyone knows to expect him!"

Yesterday (August 2nd, 14wo), we arrived at the front door at 6:15am (like I had told Kasey). No one answered. We knocked, we rang the bell, we called. Finally, Ms. Jillian opened the door. She was surprised to see us because apparently, no one told her there was a new baby. She was the only teacher there. HMMM! Where is Ms. Kathy, the infant teacher??? A floating teacher arrived around 6:30am and helped us settle baby's items in his new cubby. They informed us that Ms. Kathy arrives at 7am each day. HMMM!! Then why didn't anyone tell me I can't drop him off before 7am over the last 2.5 months??? Fine, we waited until Ms. Kathy got there. Ms. Kathy was surprised to see us. She also didn't know about the new baby. Ms. Kathy said perhaps she could start working at 6am instead and have the Director rearrange the schedule so that I can get to work (I HAVE to drop off before 6:30am to get to work on time). Ms. Rebecca (floating teacher) and Ms. Kathy said he is cute, he is "really mellow", etc. Great, we left for the day and told them we'd pick baby up at around 4:15pm, like I said since my 2nd trimester.

Come 4:15pm, we go into the front door and see the new director, Ms. Biwei, who is not wearing a mask. (Kasey said all staff are required to wear masks but maybe the policy changed over 2.5 months). Ms. Biwei immediately tells us that baby was "crying all day" and Ms. Kathy had to "hold him all day". HMMM!! She starts talking about how she wants to better serve us and compromise by easing him into a daycare schedule. She keeps talking and talking but I don't remember much because I wanted to get to baby. We go downstairs to see baby, who was not crying, and talk to Ms. Kathy to get her story. Ms. Kathy showed us how much baby ate, the activities they did throughout the day, his naps, etc. and did not confirm that baby "cried all day". Ms. Kathy showed us the tracking sheet for the other two infants, who ate and slept more than baby did. (A 4mo infant had a 5oz feeding!! Wow!) She said she could see what we meant that he snacks and vomits (not spit up). She said something like that he's a sweet baby. She mentioned again that maybe the Director could do something about her schedule.

Ms. Biwei comes down and we start chatting. (By the way, she doesn't speak English natively and doesn't seem to understand 100% of what I said.) She kept talking about the scheduling needs (we aren't supposed to be drop off before 7am because an infant teacher cannot watch him), how we can't leave him in their care for more than 10 hours (which we didn't), and his crying (which Ms. Kathy didn't seem to think was an issue). I couldn't really pinpoint the issue so I asked her directly, "Is the problem that he cries?" She said that the crying isn't a problem since he's "so little" and "so small". She kept saying "compromise" and requested that we drop him off after 7am to get him used to daycare schedule. HMMM. There's nothing that says (in their contract) or told to me that babies aren't allowed to cry for a certain amount of time and babies must eat a certain amount per number of hours and each infant needs to require less than whatever percent of attention. Is my baby not allowed to cry? Is my baby not allowed to feed the way his body allows him to feed (trust me, I want him to drink 5oz in one sitting too!)? Maybe he is a bit more "needy" than the other two infants, who sound quite easy.

Fine. We asked Ms. Biwei when she'd be in the next day (today, 8/03). She said 9am. I said husband and I will go home and chat then talk to her when we drop off baby at 9am. Today, we arrive at 8:55am and head downstairs to settle baby in. Ms. Kathy doesn't acknowledge us, there are no toddlers in the adjoining room, and Ms. Biwei asks us to talk in the office. Hmmm, okay. Ms. Biwei said "we are happy to serve you" but "your baby needs 1:1 care". HMMM. She said her staff informed her of this, although that's not the impression we got from Ms. Kathy yesterday afternoon. I asked why Ms. Biwei would say such a thing. Ms. Biwei said it's because of "his eating" and "his crying". "Our staff do not have the capacity to provide 1:1 care". Ms. Biwei said the owner, the staff, and she agrees that they no longer want to provide care for baby. HMMMM, fine. I want my $5,350 back immediately. Ms. Biwei said the owner, Belinda Louie, needed to talk to her accountant. "I promise you we will give you a full refund." I told Ms. Biwei to call the owner immediately. Ms. Biwei wrote Belinda's supposed number on a piece of paper. I called multiple times but it was the number for the next-door church so no one picked up at that hour. I requested a different number. Ms. Biwei said that's the only number. HMMM. Ms. Biwei said I would receive a full refund in one week. I asked her if she meant next Tuesday (one calendar week) or next Thursday (one business week). I need to know because my $5,350 needs to now go to another daycare! Ms. Biwei didn't seem to understand me and kept saying I'd get a full refund.

As we walk to the car, I email the owner to have her call me IMMEDIATELY. She emailed back a few hours later and said she could call me at 4pm. She called at 3:50pm and I was even more dissatisfied. I realize she is the owner and not in charge of the daycare but her attitude was very blase in my opinion. She said that she knew of us when I had emailed Kasey about the hearing loss. Belinda insisted that Kasey sent her a text that Kasey told us that "care is contingent" on how well the first day goes, which may or may not have been conveyed to me. I cannot find it in writing but maybe it was verbal. Belinda was referring to the hearing loss, not normal baby needs. Every sentence that came out of Belinda's mouth put the responsiblity on others. I had been under the impression that it was Ms. Biwei, who is deeply unqualified and inexperienced (career change as of two-three weeks ago), who was refusing us care but Belinda said that it was actually Ms. Kathy. I said that Ms. Kathy didn't seem to think continuing care was an issue and Belinda said it's because Ms. Kathy is "very sweet" and "doesn't like confrontation". HMMM. Talking to Belinda about how unprofessional and inadequate her center is was getting nowhere. Belinda just said that she will provide the new Director with "professional development". She sounded rather unconcerned that her center is a disaster. I asked Belinda when I can expect my full refund (a check in snail mail). She says notify the accountant today and mail out the check tomorrow. Depending on the mail carrier, I expect the check within the calendar week.

Like I said at the beginning, I am DISGUSTED. I expect to be provided with all the advertised services that I am paying for and I was not. What a nasty situation they have put us in. I had a very hard time finding an option that started earlier than 6:30am and/or affordable (less than $2,000/mo) and/or could start care in August or September and/or works for my work commute. Absolutely DISGUSTED. I wish there was something more I could do about this, other than writing a review. I'm hoping daycare will work out because we can't afford for me to not work.

Our daughter goes to Ruston Christian Childcare and she loves it. They do a lot of different fun learning activities with the kids and they have outside time when weather permits. It seems like she brings home some sort of art project everyday. Definitely recommend to everyone!!

We greatly enjoy the new programs that the childcare has just added: Chinese language twice a week, ballet lesson every week, and real artiist teaching the kids once a month. We LOVE it!! Great Staff! Wonderful place.
