After reading several negative review of my childcare center I am appalled that 1) I am accused of stealing or not paying anyone. 2) yes my center was under investigation & yes none of the information provided by Penn Center staff to have me shutdown so they can regain their building was proven.3) No I did not or never will allow corporal punishment 4) if anyone knows me I didn't have a 2 year old when I opened my center in 2014 & yes my grandchildren, nieces & nephews have all attended.
If your child was tortured or mistreated under my care I apologize. Just know that children do go through a biting phase & I promise you (who ever is reading this) if you have a child your child probably have bitten a child.

This is a horrible daycare and I would not recommend parents sending their child their. When reading the "Inspection/Report History" for the daycare on this site I was very surprised that many of the violations that I am personally aware of is not listed on this site. This daycare has recently been under investigation for Child Neglect/Endangerment, allegations of on-the-job Alcohol Use by members of staff (Care Givers), all of whom NO CRIMINAL BACKGROUND CHECK was conducted upon before employment at the facility.Not only does the center's owner, Inez Smalls fail to enforce adequate care for children at the center but she has also allegedly for years been in violation of labor regulations through continual theft of employees wages. There have been numerous employee complaints over the past years of the daycare center's existence that after having worked in excess of 80 hours only grossing approximately $340.00, or even less sometimes. Unfortunately, the center has only been investigated recently (first quarter of 2017) by DSS officials and have apparently not found anything that warranted sanctions for serious violations. Some suspect that DSS's failure to impose sanctions upon the daycare is is due to "inside help" within the local and state level DSS offices that have deliberately obstructed the thoroughness of the investigation.

Repost: St. Helena Island: DAYCARE CENTER BEING INVESTIGATED According to sources on Wednesday April 19, 2017 officials from the South Carolina Department of Social Services arrived at Creative Beginnings Two, a child care facility at 17 Penn Center Cir E, St. Helena Island SC to investigate a report of staff misconduct and allegations of child neglect and other serious concerns. According to information obtained from qualified source(s) this recent investigation was prompted by an incident earlier this year in which a very young child strayed away from the center's premises toward the edge of a busy nearby street where she was noticed by an adult across street just before reaching the roadway. The incident was reported to the Beaufort County Sheriff’s Office. According to sources, SCDSS officials allegedly questioned members of the daycare center's staff and the center's owner, Inez Smalls, on a range of serious concerns including inadequate supervision of children, failures to document incidents, the absence of criminal background checks in the staffing process, the alleged routine consumption of alcoholic beverages and use of profane/vulgar language by staff member(s) while working with children on the job. The facility is pending further investigation.

One would think that the historic penn center would be a great place to send your children do to its history. But this CDC prays on uneducated and low income black people who simply can not afford proper child care. At the $80 per week tuition for full time rate, one should question why so cheap when the average full time fee is $120. This CDC doesn't offer any structure time nor academic curriculum. Your child will simply be sitting in a room all day until you get off work. This CDC does not have a full time Director on-site during operating hours so the staff are free to do and treat the children as they want. This CDC also practices corporal punishment is very well known for pinching, slapping and dragging children by their ears. All of these things were founded during my child's first two weeks at the CDC. Complaints fall on death ears. Most importantly the Director does not even send her own 2 year old to the center. If it is not and doesn't meet her standards and safety for her children why would it meet yours. I will never forgive myself for subjecting my child to this environment where she was abused by staff members and bitten in the face. I only ask that you learn from my mistake and don't send your children. Do your homework and investigate every little thing.
