About the Provider
HELC is a nonprofit learning center serving children ages 3 weeks to 13 years old. We provide services that includes: Early Childcare Programming (Ages 3 weeks to 4 years old), Out of School Programming (Ages 5-13 years old), scholarships, and social/emotional screenings.

Rule Reference: 5 CSR 25-500.102 Personnel (4) (A) . states: Every three (3) years, the child care provider, group child care home provider, child care staff members, and volunteers in a group child care home or child care center licensed to provide care for infants less than one (1) year of age shall successfully complete department-approved training regarding the American Academy of Pediatrics (AAP) safe sleep recommendations contained in the American Academy of Pediatrics Policy Statement on sleep-related infant deaths. The Sleep-Related Infant Deaths: Updated 2022 Recommendations for Reducing Infant Deaths in the Sleep Environment, July 2022, is incorporated by reference in this rule, as published by the American Academy of Pediatrics and available at https://publications.aap.org/pediatrics/article/150/1/e2022057990/188304/Sleep-Related-Infant-Deaths-Updated-2022 or as published in PEDIATRICS Volume 150, Issue 1, July 2022. Findings: 5 CSR 25-500.182 Child Care Program Violation: A child was left without competent supervision as evidenced by the director, Kim Harvey, reported that 4 year old Child A was left on the playground for less than 2 minutes when the children lined up to go inside and he left the group and hid. The teacher, Chelsey, did not see Child A leave. The assistant director, Michelle, was helping Chelsey and was inside at the time of the incident. The child was looking in the door window when Michelle walked by and saw him. Michelle immediately brought Child A inside. He was laughing and unharmed. The director, Kim, called the parent and notified her of the incident. Kim documented the incident for the child's file. Kim also had a meeting with both staff involved and Child A is still in attendance at the facility.
