Description: The Edward C. Mazique Parent Child Center, Inc. (ECMPCC, Inc.), a non-profit community-based organization, was initially established in 1964. At the time, it was the first and only Parent Child Center in the District of Columbia to provide home-based services to pregnant woman and children from birth to age three. We are also the first infant center in DC and among the first to serve children with special needs. It continues to be the pioneer Head Start program in the country with a medical clinic as a result of a 15-year partnership with Howard University Hospital Pediatric Residency Program.
We currently operate four centers throughout the District of Columbia. We provide full year, 12-hour day service for children. Additional home-based services are provided by our Family and Community Partnership Department.
Our office and 13th Street Center is located at 1719 13th Street, N.W., Washington DC 20009. This site hosts a fully furnished kitchen, laundry facilities, health suite and a computer lab for parents and staff.
Parents can enroll during the prenatal period and continue to receive services in Early Head Start until the child is ready for the Head Start Program.
Our target population includes teenage mothers and their children, families of children with special needs, single headed families living in poverty, children living in foster care or in the care of another relative, mothers with a history of substance abuse, children of families with limited education or parenting capacity.
We have a developmentally appropriate curriculum and various services that includes crisis intervention, counseling, parenting education, developmental screenings, assessment and treatment, recreational and cultural activities for both parents and children.
