A clean and open area that allows freedom of movement was not provided for children, both indoors and outdoors. Children did not have an open area for freedom of movement. There were items in the child care room not related to child care such as the following: Two (2) adult size bicycles, an adult mini exercise bicycle, a boxed Cricut, and a boxed laminator. Children had access to some areas for play such as the kitchenette and books but had to reach through and around the bicycles to reach other child care materials.

The child care operator did not comply with all State laws, federal laws and/or local ordinances that pertain to child health, safety, and welfare, as required by General Statute 110-91. When I arrived at the home, one (1) of the two (2) dogs was not leashed or contained in any other way. Since the dog was loose running around the yard, I called you, Sonya Pressley, by phone to request you contain the dog before I exited my vehicle. I learned that you were not present at the home at this time. We discussed if you had someone that could assist you by putting the dog on a leash or some other containment as required by the local ordinance. I did explain to you again as I did on April 6, 2022, that the Shelby NC City Ordinance does not allow any dogs to be unleashed or not contained in some manner outside. This violation was cited today because you did not comply with the Shelby NC City Ordinance.
