Head Start and Early Head Start are federally funded programs serving over 2381 low-income children and their families in North County. The Program ensures that children ages 0-3 (EHS) and 3-5 (HS) and their families are provided with comprehensive services to promote optimum physical, cognitive, social and emotional growth.
Parents are presented with several educational options that provide the child with a nurturing and educational environment. These opportunities are designed to meet the needs of the family and include a Center Base-Full Day & Part Day, Full day -- Family Child Care Program, and Home Base and Combination Option Programs in both Head Start and Early Head Start. MAAC Head Start parents have the responsibility and are encouraged to participate in center activities and at the governance level at the Policy Council. Parents are able to enroll in a variety of training programs for parent development and career opportunities. Head Start supports parents in their role as the primary caregiver and teacher of their children.
Each Head Start program must have a Governing Board committed to Shared Governance in partnership with the Policy council and the key management staff of the program.
Governing Boards must have at least one member each with a background in Early Childhood Development, and Fiscal Management and Legal matters.
Governing Boards should be involved with the training of the new Policy Council members, the annual Program Self-Assessment and the review of the Impasse Procedures.
Each Head Start program must have full enrollment on the first day of school and maintain full enrollment. Each Head Start program should have an average daily attendance (ADA) of 85%. When centers fall below 85% ADA the reason must be documented. Nationally, 50% of all Head Start classroom teachers are required to have an AA or BA degree.
