Findings: A center staff member did tell a parent on the evening of 1/29/19, that the next time he arrives to pick up his child, he will need to wait at the front door and the staff will bring his child to him. The director explained that a parent was very aggressive on the evening of 1/29/19, when the parent attempted to pick up his child. The child's mother had already picked up the child. The director stated that she has informed all of the staff, that from now on, no one will prohibit any parent from having access to the building or their child during the center's operating hours. The center might pursue a protective order against this parent if he continues to behave in an aggressive, inappropriate manner when attempting to pick up his child. The director will keep the LS informed if a protective order against this parent is granted.

Findings: The director stated that no one in the center has ever refused any father when picking up his daughter. The director however did explain that once around 3 or 4 months ago, a father authorized his adult sister to pick up the child and the director refused to release the child to the father's sister because the child's mother did not want the father's sister to pick up the child. The LS explained that if a legal parent authorizes an adult to pick up their child in their absence, the center must honor their request. The center may not refuse the release of a child if a legal parent has authorized an adult to pick up their child. The center should document the written authorization from the legal parent requesting the center to release their child to a designated adult, and the staff should verify and confirm the identity of the authorized adult who picks up a child prior to releasing the child to the authorized adult.

Findings: The center needs to obtain current medical reports for 2 new staff that were added in April 2018. The center owner arrived later in the inspection and submitted one of the missing medical reports to the LS. Please correct within 24 hours and submit copy to the LS.
