A staff member stood at the doorway of the building to watch them cross the parking lot. Children were observed leaving the classroom on several occasions, and staff finished what they were doing before slowly going to retrieve the child. The center's policy of keeping classroom doors closed at all times as a measure to ensure supervision of children, added January 2016, is not implemented as the door was left open during much of the visit.

Description: The center's child guidance policy is not implemented as written. Directions for a project were given while children were transitioning from outside. After finishing, children were not directed to clean up but to choose a toy to use on the rug. Several children wandered the classroom with their toy for several minutes and were eventually directed to "sit on their butt." Children observed standing on chairs, returning repeatedly after being told to get down each time. After a disagreement two children were talked with separately but there was no attempt to resolve the issue together.
