Description: Treasure House is a child-centered program whose practices are rooted in sound child development theories. The center follows teaching guidelines established by the National Association for the Education of Young Children. Fundamental to good teaching practices for young children is the knowledge that they are active learners who learn best through hands-on sensory experiences. At Treasure House, the staff prepares the environment so that materials are accessible to the children, allowing them to choose from an array of interesting possibilities. There is a balance of child initiated and teacher directed activities that foster development in all areas - social, emotional, physical and cognitive. Noncompliance Area: On 10/15 20 the inspector arrived unannounced and observed the following staff, in direct care with children, and not wearing a mask; staff #1, in the preschool room, staff #3 and staff #4 in the infant room. Staff # 2, in the preschool room, was wearing a mask, however it was not over the staff's mouth or nose. The preschool children were seated right next to each other during lunch, while two larger tables sat unused, forgoing the social distancing recommendation from the CDC.

Correction Required: Conditions at the facility may not pose a threat to the health or safety of the children. Effective 7/17/20 the CDC Guidance outlined four Critical Elements for day cares that include critical planning and activities which should occur in child care settings to protect the health and safety of both children and staff. The first outlined critical component denotes; "Child care staff must wear face coverings indoors; they must also wear face coverings outside where staff are unable to maintain the 6-foot social distance, unless a medical reason prevents the staff from wearing a face covering. This includes anyone who has trouble breathing, is unconscious, incapacitated or otherwise unable to remove the face covering without assistance."

Lack of proper mask wearing and social distancing at lunch time occurred due to the Teaching Staffs defiance of following our organizations Health and Safety Plan that follows all recommendations of the CDC in regards to masks and social distancing. Masks will be worn at all times. Social distancing will be followed at all times. Specific to lunch time, children will sit every other seat and use all classroom tables to properly socially distance even sitting beyond every other seat when possible. All CDC recommendations will be followed at all times. To correct this from happening in the future, all Teaching Staff members will be trained by the NCCS President/CEO. The training will be a complete thorough review of our organizations Health and Safety Plan with emphasis on mask wearing and social distancing. Mask wearing and social distancing will be monitored by the Center Director or Designee on a daily basis. A spreadsheet will be compiled that records drop in observations of each classroom and the Director/Designee will note if masks were worn properly and social distancing is occurring. The observations will occur at a minimum every two hours.

Unfortunately, the violation occurred due to the early arrival of children before contracted arrival times in the preschool and infant programs. Compliance regarding ratios will be maintained at all times. The violation will be immediately rectified by having staff of each program complete Weekly Staff/Child Ratio Sheets that note the number of children and number of staff each day within half-hour increments. The sheets will be submitted weekly to NCCS administration for the next thirty (30) days to ensure compliance with ratio. Also, parents will not be allowed to drop off children before contracted arrival times if the early arrival affects ratio licensing requirements. A temperature check chart has been created and the water temperature will be checked on an hourly basis by teaching staff. In the event the water gets above 110 degrees, the crock pot will be turned off immediately for the water to cool down to appropriate temperature.
