Head Start, a mainstay of the agency, has been in operation since the creation of NEICAC in July of 1965. Seventeen Head Start and Child Development classrooms are located in all 7 counties. Iowa Child Development at-risk grants fund the four Child Development classrooms, providing services modeled after the Head Start program. Combined with State of Iowa Wrap-Around Grants, many of the classrooms provide extended daily hours, 6 AM to 6 PM, to assist these families with working members or those needing to fulfill schooling and training obligations. |

Ossian, Iowa - South Winneshiek Early Childhood Success Program is one of the first early childhood programs to earn accreditation from the National Association for the Education of Young Children (NAEYC) - the nations leading organization of early childhood professionals. The South Winneshiek Early Childhood Success Program is located in the South Winneshiek Elementary School. The program is offered to income-eligible families who have a child that is three or four prior to September 15. The program is funded by a grant that is renewed on an annual basis. The program can serve 18 children and operates similar to the South Winneshiek School District calendar. South Winneshiek certified teacher Wendy Huinker teaches the Early Childhood Success Program and has a full time certified teacher associate, Donna Blong. |
